Are you talking about the bird cage fan inside the swamp cooler or are you talking about a stand alone or ceiling fan?  If it is the bird cage fan then you need either lubrication or new bearings.  You should not hear it.  If it is a stand alone fan, they are noisy anyway so get use to it.  If it is a ceiling fan then you need to get it lubricated/serviced/replaced they should be quiet.  Swamp cooling multiple floors is part of the problem with swamp cooling.  Moist cool air goes down quickly if it is not forced into smaller and smaller vents like in A/C.  If the second floor is split off the main vertical shaft in any way then the air will just bypass the vent.   It will also be bypassed if the cooler is level with the second floor.  I have this problem with a second floor bedroom (a one room addition) and the only solution short of redoing all of the venting was to put a window A/C unit in.  $100.00 fix.  Where are you using a swamp cooler?  I have not seen them outside of my area/region.
