Well my swamp/evap cooler works by bring in air from outside the house. So for my house the air moves from the outside through the evap pads into the house. Since the cooler will push air from outside it has to displace the air in the house, meaning the cooler doesn't work if he Windows are shut since there is no way to displace the air (ie with the windows shut you are effectively sealing the house stopping the circulation of the cool air). the coolers are also rated in the CFM for how much air they move you need a large enf CFM for the square footage of the area you are trying to cool. If you have a large enough cooler then you just need to make sure the pathways for the air movement are open.
